Lillian Katono Butungi Niwagaba holds a Ph.D. in Higher Education from the University of North Texas, Denton, Texas; an M.B.A. from SMU, Dallas, Texas; and a B.A. (with honors) from Makerere University, Kampala, Uganda.

Niwagaba has led the strategic development, implementation, and evaluation of global health programs, aligning strategic goals with institutional objectives. She has managed curriculum development initiatives and spearheaded institutional efforts for engagement with international partner universities domestically and abroad. Niwagaba also has served as mentor and advisor to medical students in formulating their research agenda and specialty focus areas.

Her recent work has centered on building collaborative partnerships with universities in the global south with a special focus on global health, international service learning, higher education development including leadership and research capacity building, student and faculty exchanges, community engagement, resource mobilization, and technology transfer. She consults globally on international service learning and other international education services.
