Richard T. Kenney joined federal service as a civilian employee of the Navy and later, Coast Guard. His career included assignments as Civilian Personnel Officer for 21 Navy activities in the Northeast; and 3,500 U.S. Coast Guard civilian positions on the East Coast. His experience with the Merchant Marine brought him to the Coast Guard's deep-sea search and rescue program for merchant vessels. Kenney has traveled worldwide publicizing this program, conducting award ceremonies at the United Nations, U.S. Embassies, and at the Head of State level.

Upon retirement, as executive director of the New York Council of the Navy League, he arranged speakers, events, dinners and conferences. He assisted the Fleet Week planning staff and was Treasurer for the Commissioning of USS NEW YORK. As a consultant with the Xavier Society for the Blind, he engaged with the Department of Defense and the Veterans Administration regarding blinded veterans. Kenney also served on the DOD Recovering Warrior Task Force, National Planning Committee for the War of 1812 Bicentennial, and Advisory Committee for the Brooklyn Navy Yard Museum.

An accomplished public speaker, Kenney has addressed diverse audiences overseas, including Russia and China, and was keynote speaker at the National Convention of the Catholic War Veterans. He is an exceptional writer, and has edited Mariner Magazine (Navy's Military Sealift Command), AMVER Bulletin (Coast Guard) and The Log (Navy League.) Kenney has been an adjunct instructor at the U.S. Merchant Marine Academy, SUNY Maritime Academy, Maine Maritime Academy, Seamen's Church Institute, and MITAGS Maritime Union School. He served on the boards of the National Navy League, Association for Rescue at Sea, Veteran Wireless Operators Association, and Xavier Society for the Blind. He is a Past Grand Knight in the Knights of Columbus and Past Commander in the American Legion.
